El 20 de noviembre terminará el ciclo político de José Luis Rodríguez Zapatero. El presidente del Gobierno anunció ayer su decisión de convocar para ese día las elecciones generales, cuatro meses antes de la fecha límite para agotar la legislatura.
“Es conveniente que el Gobierno que salga elegido en las urnas afronte desde el 1 de enero el ejercicio económico y las responsabilidades del país. La certidumbre es estabilidad y ha pesado en mi ánimo fijar un calendario claro. El 1 de enero, el nuevo Gobierno debe trabajar en la recuperación económica, en la reducción del déficit y debe garantizar la consolidación de la recuperación”, aseguró Zapatero en La Moncloa al anunciar su decisión.
El presidente siempre había asegurado hasta ahora, sin embargo, que era partidario de agotar la legislatura. Así ha ocurrido en las tres precedentes, las dos de José María Aznar y la primera del propio Zapatero, que llegó al límite de los cuatro años legales. Esta vez, ha terminado por ceder a las peticiones de su entorno, de destacados miembros del PSOE, de empresarios y de medios de comunicación que creían que su proyecto estaba agotado y que era mejor dar paso a un nuevo Ejecutivo que aclare las incertidumbres. Pone fin a su agonía, medida en la hecatombe del PSOE en las autonómicas y municipales.
La crisis económica se ha llevado por delante gran parte del proyecto político de Zapatero en los últimos tres años. Se ha visto obligado a renunciar a parte de sus principios para cumplir con exigencias de los mercados y de la Unión Europea, con recortes sociales que no estaban en su proyecto, con el que fue a dos campañas electorales como candidato. También le han hecho variar su tesis de que adelantar elecciones suponía introducir un factor de inestabilidad económica.
Los comicios serán en la fecha emblemática del 20 de noviembre, aniversario de la muerte del dictador Francisco Franco. La convocatoria oficial será el 26 de septiembre y lo más insólito del paso que dio ayer Zapatero es el anuncio casi dos meses antes del anticipo electoral. Él mismo explicó ayer que el debate sobre el adelanto estaba interfiriendo en la agenda política y, ahora una vez desvelado, podrá culminar su mandato con un decreto que se aprobará el 19 de agosto para recortar aún más el déficit y con la aprobación en septiembre en las Cortes de proyectos pendientes como el de reforma de los convenios colectivos o el de agilización de la justicia. Decaerán otros como el de muerte digna, el de igualdad de trato y el de ley de Enjuiciamiento Criminal, que apenas había empezado su andadura. Con ese calendario, el Gobierno tendrá que prorrogar los Presupuestos Generales y la convocatoria se formalizará antes de finales de septiembre, fecha constitucionalmente límite para aprobar el proyecto en el Consejo de Ministros. El Ejecutivo de Zapatero no tendrá que abrir la última negociación con PNV y Coalición Canaria, que en las últimas semanas intuían el adelanto porque no habían recibido la indicación del Gobierno para sentarse a ver cifras.
Zapatero explicó ayer, sin más precisión, que hace tiempo que tomó la decisión de convocar elecciones en noviembre. Y es cierto que sus pasos de las últimas semanas han ido encaminados a cumplir ese calendario y, por eso, se despidió del Congreso en el reciente debate sobre el estado de la nación, haciendo intuir que el final de su ciclo político estaba cerca. Como ya había tomado la decisión, acordó con Rubalcaba su salida inmediata del Gabinete. No hubiera sido sostenible que el candidato socialista hubiera quedado ocho meses a la intemperie, fuera del foco mediático que da el Gobierno, si no fuera porque ya había pactado elecciones el 20-N.
En ese calendario, se incluye el aterrizaje de Rubalcaba en la sede de Ferraz, con un equipo, capitaneado por Elena Valenciano, para poner en marcha la maquinaria electoral para otoño. En septiembre tendrán las bases de su programa y el 30 de septiembre y los días 1 y 2 de octubre está convocada una conferencia política que, en vísperas de la campaña, termine por lanzar al candidato.
Fuentes de su equipo explican que desde que salió del Gobierno, el empeño de Rubalcaba es intentar marcar una agenda y un discurso propio al margen del de Zapatero. Por eso, no han coincidido en actos y, por eso, desde el primer día, Rubalcaba ha soltado propuestas que no coinciden exactamente con las que que ha impulsado Zapatero en estos siete años. Explican que tienen tiempo suficiente para proyectar al candidato, porque ya tiene un nivel de conocimiento notable y que hubiera sido peor prolongar su condición de aspirante hasta marzo. La encuesta del CIS muestra un efecto sorpresa de la candidatura que podría perderse si se prolonga hasta marzo. En todo caso, más allá del discurso público y el eslogan de “R de remontada”, la expectativa del PSOE es la de recortar ventaja y evitar una mayoría absoluta del PP. Su análisis es que el 22-M tocaron suelo y ahora se ha producido un lógico rebote, también motivado por la movilización que provoca en el electorado de izquierdas el rechazo a la hegemonía del PP en comunidades y Ayuntamientos.
Mariano Rajoy, de hecho, reaccionó ayer con un mensaje de moderación, negando recortes y prometiendo centrismo. Su tono era el de quien se sabe ganador y no quiere arruinar sus expectativas.
La decisión de Zapatero se produce en un contexto de encuestas con ligera recuperación del voto socialista, aunque se mantenga la crisis financiera o la amenaza sobre la deuda española. No obstante, Zapatero habló ayer de horizonte de recuperación en el último trimestre y el Gobierno y el candidato socialista no tienen la más mínima sospecha de que la situación económica pueda ser mejor en el mes de marzo, como para rentabilizarlo en las urnas.
Desde hace meses, en el propio partido había dirigentes que tenían la sensación de final de ciclo y proyecto agotado. Esa idea estaba en el editorial publicado el 18 de julio en EL PAÍS en el que se pedía la convocatoria inmediata de elecciones. Obviamente, Zapatero ha consultado la decisión y los pasos a dar con Rubalcaba y con dirigentes de su confianza como José Blanco. Pero minutos antes de confirmar su decisión públicamente y cuando la noticia estaba de forma extraoficial en las webs y las redes sociales, el presidente estaba sentado con los miembros de su Gobierno en el Consejo de Ministros y no les hizo ni mención de la bomba que preparaba. Calló a pesar de que a sus ministros les va en ello no solo su futuro profesional y político, sino también el trabajo inmediato en proyectos en marcha.
El PP había convertido desde hace meses en el centro de su política la petición de elecciones anticipadas. Daba por hecho que serían en otoño, con dudas sobre si octubre o noviembre, pero ya había puesto en marcha su maquinaria electoral, dirigida por Ana Mato y hasta había contratado publicidad. Lo que no esperaban los dirigentes del PP es que Zapatero lo anunciara ya y se preparaban para escucharlo a la vuelta de agosto. Zapatero desveló ayer que, además, no irá en las listas del PSOE al Congreso el 20-N. No quiere ser más diputado. Quiere retirarse a León.

The Argentinian playmaker looks set to leave City after the club reached an agreement with Brazilian outfit Corinthians.

Vieira is full of praise for the role the influential Tevez has played in City's development over the past two seasons, but expects the club to quickly move on.
Vieira, who announced his retirement last week, said: "It is never easy to lose players like Carlos Tevez.
"In the last two years he has been fantastic for the football club, scoring goals.
"The club has grown that fast and Carlos has made a huge contribution to it, like all the players.
"But in football, it is not the first time a big club has lost a big player.
"I believe we can still achieve our targets and we will still have a really competitive team.
"The players will take more responsibilities on their shoulders and that will make them better players.
"If Carlos does leave we just have to wish him good luck and say thank you for everything he has done for the football club."
Tevez has often voiced his unhappiness with life in Manchester and spoken of his desire to be closer to his family in Argentina.
City turned down a £40million bid from Corinthians last week and were thought to be holding out for £50million for a player who scored 20 goals in the Barclays Premier League last season.
However, speaking on the club's pre-season tour of North America, manager Roberto Mancini told Sky Sports News: "We have an agreement with Corinthians but Carlos now is still a City player."
Corinthians president Andres Sanchez last week claimed Juventus had entered the race to sign Tevez but insisted his own club would not increase their offer for the wantaway South American.
Tevez's advisor, Kia Joorabchian, revealed a few days ago that a deal with Corinthians was "close", with the player himself keen on a return to the club he previously represented between January 2005 and August 2006.
The 27-year-old, who joined City from Manchester United in summer 2009 and has also previously played for West Ham, is under contract at City until June 2014.
Asked whether Tevez would now be discussing personal terms, Mancini replied: "I don't know this. I repeat, at the moment, Carlos is still a City player."
He added: "I want to wait. At the moment we are here, we are working with the other guys. We should think about this."
Defender Joleon Lescott admitted he would be disappointed to see his team-mate depart but understood his wishes.
The England international told Sky Sports News: "We'll be disappointed if Carlos leaves but it was down to the club and Carlos what was best for each other and they have come to an agreement so I wish both parties all the best.
"Carlos is his own man. Last season he played to 110% every game so none of us will be holding any grudges towards him and we'll wish him all the best if he does leave."
If Tevez does bid farewell to the Etihad Stadium, City look to have a possible replacement already lined up with Mancini this weekend confirming his interest in Atletico Madrid striker Sergio Aguero.
Aguero, who like Tevez was part of the Argentina squad that was knocked out of the Copa America this weekend, announced at the end of last season that he wanted to quit Atletico after five years at the club.
Aguero has been closely linked with Real Madrid and Juventus as well as City and the player's representative Hernan Reguera believes the 23-year-old's future should be decided this week.
"In seven days everything will be settled," Reguera was quoted as telling Argentinian sports newspaper Ole.
"He wanted to finish the Copa America to sit down and talk.
"Kun (Aguero) did many important things for Atletico; he renewed his contract a year from being a free agent, he played more than 200 games, he had two years without holidays...He is grateful to the fans and to the board.
"I have daily contact with the (Atletico) board and although initially they found it difficult to accept, they have assumed it and there are no problems. This is so his sporting career can grow, it has nothing to do with money."
Aguero, who has scored over 100 goals for the Rojiblancos since joining from Independiente as a teenager in 2006, is under contract with Atletico until June 2014 and has a release clause set at 45million euros.

Nathaniel Chalobah
Born 12/12/94 in Freetown, Sierra Leone.
A rare case of a schoolboy appearing regularly in the reserves, Nathaniel is used to playing above his age having made his England Under 17 debut aged 14. He became a European champion at that international level in the summer of 2010, playing in the same team as Josh McEachran, and has captained the side this season.
Tall and able to play in central defence or midfield, he came through the Chelsea Academy and also played for England Under 16s.
Despite his tender age, he was a key figure in the reserve squad that lifted silverware in 2011.
Adebayor closes on Real return
Adebayor, who ended last season on loan at Real, has been deemed surplus to requirements at City and was not included in the squad for their pre-season tour of America.
The former Arsenal man was unhappy at being overlooked for the tour and being forced to train with the club's reserves, but it appears he is edging ever closer to a move away from City.
A number of clubs have been linked with Adebayor, but the 27-year-old rejected all overtures as he was holding out for a switch to Real.
Earlier this summer it was suggested Real would not look to make Adebayor's move permanent, but it seems they have rekindled their interest in the giant forward.
Real have now made their move for the Togo international with Jose Mourinho recently revealing he was looking to add a striker to his squad.

The 23-year-old has admitted he would be happy to join another Spanish club or move to England with Real Madrid also in the race for his signature.
Mancini is an admirer of Aguero and he believes the Argentine would be a success in the City team if they land him.
"At the moment I am waiting because if we lose Carlos, Aguero is a player that can play for Manchester City because he is young, because he is a good player like Carlos, he can score a lot of goals and can play with Mario (Balotelli), with Edin (Dzeko)," Mancini told Sky Sports News.
Asked if City were likely to make a bid for Aguero, Mancini said: "It is probably yes. I think in this moment we only have to wait."
Nasri is also a top target for Mancini with the Frenchman stalling over a new contract at Arsenal.
The former Marseille man is entering the final year of his contract at Arsenal and although Arsene Wenger claims the midfielder will stay, Mancini hopes he can bring him to Manchester.
